As the saying goes, there is no such thing as a free lunch, which is the case for most optimization.  Optimization is a process that aims to improve the efficiency of an operation, and hence minimizing execution cost and maximizing throughput.  The more effort we put in, the better processing cost we get.  However, since optimization is a non-negligible cost itself, we may not get the best overall cost even when we get the optimal strategy after the optimization.  It is therefore quite common for most to apply rules of thumbs to quickly reduce the cost as much as possible, avoid obviously bad processing strategies, and derive a best-effort strategy without examining the whole optimization space.   Therefore, most complex optimization strategies do not work in reality since they are just too expensive.   Many strategies/algorithms tend to ignore the fact that running the algorithm in deriving the best strategy dynamically is a major cost itself, and only provide the cost of executing the derived strategy. The cost relationship is shown below, which is common to most optimization.
